“When the Airmail Act of 1925 provided that the airlines would carry the airmail, it was apparent that they were neither financially able, nor large enough to provide for the maintenance and operation of the airway system organized for the Post Office operation. So, quickly came into the picture the Air Commerce Act of 1926. The federal government was charged with the operation and maintenance of the airway system, as well as all aids to air navigation, and to provide safety in air commerce generally through a system of regulation. So the federal government was head over heels involved with the growth and development of aviation by way of aiding and encouraging air transportation.”
